GMUSD board preps for next year as Fierman departs: The calm of Superintendent Lauren Fierman’s final meeting with the Green Mountain Unified School District Board last Thursday stood in contrast to the turbulence and tension throughout her last year with the Two Rivers Supervisory Union. With the school year done and the All Board Retreat still to come on July 12, the board was set to take a breath and thank Fierman for her two years as principal at GM and four as TRSU superintendent. Skull found in Cavendish identified as man who disappeared in 2010: Vermont State Police announced Tuesday that a human skull found in Cavendish four years ago belongs to Bryan Gomez, who was reported missing in 2010. Investigators have not been able to determine the cause or manner of the 48-year-old man’s death. Gomez’s skull was found by a hunter in the woods in Cavendish in November 2020. VT Public

• Ludlow Health Center Eliminating Weekend Walk Ins: Starting July 1, Ludlow Health Center will no longer offer walk in hours on the weekend. This decision was made due to low volume. Should you need Walk-In service, the closest facility is Charlestown Health Center in Charlestown, NH. LHC’s walk in hours are now M-F 8-6.

• Free Blood Pressure Checks from CVFD: The Cavendish Fire Department is offering free blood pressure checks Monday through Friday 9am-4 pm. They also offer free Covid tests, masks and hand sanitizer.

• Therapy Won’t Kill You: A new short film from Cavendish resident Claire McKey Berkman will be featured in this year’s Vermont Film Festival being held at Woodstock’s Town Hall Theatre July 25-28. After the festival the full film will be shown & available on Okemo Valley TV’s platforms. Check out the trailer here.

• Farm to School Café: Free Summer Meal Kits for all households with children 18 and under until August 6. Each kit will include a combination of bulk and ready to eat items equivalent to 7 days worth of breakfast and lunch for one child. Advanced registration required the Friday before pick up day. Specify number of children and any allergies or restrictions. Pick-up is on Tuesdays 1:30-4 pm at either GMUHS in Chester or Ludlow. • Gypsy Reel 1st Wednesday Night Concert:  The Town of Cavendish and the Cavendish Community and Conservation Association invite the public to join in an evening of fun on the Svec Memorial Green in Proctorsville on Wednesday, July 3, at 6 p.m. The annual Cavendish Summer Music Series begins with the sounds of Gypsy Reel. Gypsy Reel is well known for high-energy, stirring music rooted in the Celtic tradition. They rock their audiences with an exciting synthesis of world rhythms and influences from three continents. Based in Ludlow, the band is no stranger to the Cavendish music series; many fans find this concert to be a highlight of the season. Concerts are free and open to the public. In case of inclement weather, cancellation and rescheduling information can be found on the Cavendish Community and Conservation Association’s Facebook page. • Summer Passes Available at the Cavendish Library: Full admission passes are available for VT state parks, Billings Farm, and VT Historic Locations. Discounted admission passes are available for VINS and ECHO Lahey Center in Burlington.

• 2025 Cavendish Calendar voting open through July 10: Now is the time to cast your votes for the images that will appear in next year’s calendar. The photographs are on display until July 10 at Cavendish Fletcher Community Library, 573 Main St., in Proctorsville. The library is open on Tuesdays, Wednesdays and Fridays from 9 a.m. to 6 p.m. and can be reached at 802-226-7503. 1. CAVENDISH/LUDLOW COMMUNITY FORUM: A research team based at Dartmouth College and Colorado School of Mines is working with the communities of Cavendish and Ludlow to better understand their flood experiences and to assist in helping where possible. On June 28th, there will be a Ludlow/Cavendish Community Meeting at the Ludlow Community Center (37 Main St.) from 4-7 pm. This is a time to reconnect with friends and neighbors and share our stories and insights. We each have our own flood experiences and by sharing them we can be better prepared.

Food, childcare and a $10 Visa gift card will be available for those attending.

The  Dartmouth program has been helping Cavendish deal with culverts and as a result, we’re working to develop a Culvert Crawlers program. Students will be back checking culverts in July.

1. CAVENDISH SELECT BOARD MEETING 6/7/24: Cavendish Select Board (SB) meetings are videotaped by Okemo Valley TV and available at their website. Unapproved minutes are available at the Town’s Website.

The Select Board approved the following:

• Liquor licenses for Singleton’s; Murdock’s; Outer Limits and Oleo Corporation for outside events.

• The town paying the entire new Child Care Compensation payroll tax (Act 76 of 2023) required starting July 1 of approximately $2,400 per year.

• The purchase of a new town truck. Town manager Rick Chambers will assess options for payment, including a low interest loan.

• Sheriff’s contract for $27,000 for the same services currently being provided to the town-8 hours a week.

• Health Officer Doris Eddy filing  a health order violation for a property across from Singleton’s in Proctorsville that has trash in their yard, which can lead to rats and other health related concerns.

• A public safety inspection of a dangerous derelict building on Depot St. in Proctorsville that has been abandoned. This is the beginning steps to having the buildings (house, barn and trailer) demolished and removed from the property.

• Spending up to $20,000 of ARPA funds for Digital Feedback Speed Signs. The five solar powered signs would be placed at the entrance and exits of both villages and on Depot St.

Other items discussed

•The Vermont Endurance 100 will be passing through parts of Cavendish on July 20-21.

• Willie is now back working at the Cavendish Transfer Station

• Paper work required for FEMA reimbursement continues

• Guard rails will be replaced on roads (Brook, Meadow Brook Farm, Heald) that were damaged during the July floods.

• Report was given on the current activities of the Black River Valley Resources group and how that impacts Cavendish (see item 2 below)

• The Junk Yard Ordinance needs to be on the agenda for the next SB meeting. Chambers stated that there may be a need for a paid enforcement officer to investigate issues like this.

• Open Meeting Law: The Governor signed S.55 into law on May 30, 2024, with a primary effective date of July 1, 2024. S.55 updates the longstanding open meeting law to include new requirements regarding remote and hybrid meetings. Beginning July 1, 2024, public bodies will need to comply with the new law. You can read the text of S.55 here.

 

2. BLACK RIVER VALLEY RESOURCES (BRVR) UPDATE: The long term recovery group for Cavendish, Ludlow, Mt. Holly and Plymouth, BRVR has been meeting since September 2023. While focused on the recovery from the 2023 floods, BRVR is addressing preparedness for future events. Such activities include:

•  Housing committee to look at immediate housing after an event, as well as housing for those that need to be relocated temporarily or permanetly.

• Trained volunteer advocates to assist property owners and renters who need to work with FEMA.

• Information materials to help residents prepare for the type of storms and events that can impact our area.

Cavendish Connects will be providing “Go Kits” for Cavendish residents so in the event they need to evacuate, or need to shelter in place, they will be prepared. Kits will be available at the upcoming Town Wide Tag Sale on July 27 (Saturday) from 9-2.

This spring, Dartmouth students conducted a culvert survey in Cavendish, as well as helping to clean up debris, culverts and ditches. A “culvert crawlers” program, via the Black River Action Team (BRAT) is being planned.

• Black River Water Sampling Results: Water quality numbers for bacteria continue to trend toward "terrific" for all swimming holes that being monitored, including the four lakes on Route 100, Twenty-Foot Hole, Buttermilk Falls, Tolles Dam and the Cavendish Gorge. It's always recommended to stay out of the water for 24-48 hours after a heavy rain, and anytime the water appears cloudy.   Keep an eye on the data with the Connecticut River Conservancy's website, where we upload all our lab results each week.

• School restructuring survey: The GMUSD school board is looking for input about the restructuring options for the 3 Green Mountain Unified School District schools. The paper form will be available to families and community members that attend the public forum, which is June 18th 6 pm at CTES.

• Stepping Stones Pre School is hiring: Stepping Stones is looking for qualified educators who are passionate about working with children. FMI: 802—226-7760

• Civilian Finger Printing: Are you in need of civilian fingerprinting to work or volunteer at your local school, daycare, after school or mentorship program? Chester Police Department performs employment required fingerprint services, by appointment, during our open lobby hours. Please give us a call to schedule an appointment: (802)875-2035. You must have a fingerprint authorization form, signed by the requesting agency, and a government issued form of ID (license, non-driver ID, etc.). There is a $35 fee which can be paid by check or exact cash. Everything is digital - no inky fingers!

1. CAVENDISH 14th ANNUAL TOWN WIDE TAG SALE:  The 14th Annual Town Wide Tag Sale takes place on July 27 (Saturday) from 9-2. Both of the town greens will be in full use. If you are a resident of property owner in Cavendish, or a non-profit that serves our community, please e-mail margocaulfield@icloud.com or call 802-226-7807 to register for a spot on one of the greens and/or for inclusion in the on-line Tag Sale directory. Two weeks prior to the tag sale we will be posting pictures and information about items for sale on the Cavendish VT website.

 

2. CAVENDISH VILLAGE GHOST WALK: In keeping with Mid-Summer Night’s Eve, the Cavendish Historical Society (CHS) will once again host the Cavendish Village Ghost tour on Saturday, June 22. Meet at the former Cavendish Historical Society Museum, at 8 pm, wear comfortable shoes and bring a flashlight.

Among the sites to be visited include the Cavendish High Street Cemetery; Cavendish Stone Church, private homes as well as the site of the “Dutton House.” The latter was believed by locals to be haunted long before it was moved to Shelburne Museum, where the ghosts seemed to continue to haunt the building, staff and visitors alike.

The former Duttonsville School is thought to be haunted by children in what was once a classroom. The owner would hear laughing and sounds that a party was going on. However, whenever he opened the door, no one was there. Other strange occurrences have happened in the building, including a spirit teenager who sat at the end of a visitor’s bed.

No tour would be complete without a stop at the old Hickernell house, where for many decades it was believed that Mr. Hickernell had been murdered and buried in the basement.

3. NOTICE: PUBLIC HEARING ADDITION OF CLASS 3 TOWN HIGHWAY: The Town of Cavendish invites the public to a hearing to discuss the addition of a Class 3 Town Highway in Proctorsville, VT.  Site Visit: 5:00 PM July 8th, 2024;  Hearing: 6:00 PM July 8th, 2024. A site visit will be held at the the proposed new Class 3 Town Highway located between 58 and 78 Depot Street Proctorsville, VT. The Hearing is at the Cavendish Town Hall, 37 High St. Cavendish.

• Water Sampling Results: Bacteria sampling results are live at https://connecticutriver.us! ALL swimming holes are looking great as of our sample collection on Wed morning! The four lakes on Route 100 were below 20 colony-forming units per 100 milliliters of water, as were Twenty-foot Hole in Reading and Buttermilk Falls; Tolles Dam in Perkinsville was at 36, and Cavendish Gorge topped the list at just 50 cfu/100 mL.  It's always recommended to stay out of the water for 24-48 hours after a heavy rain, and anytime the water appears cloudy. • GMUSD Budget Passes: By a vote of 535 to 365 the Green Mountain Unified School District (GMUSD) budget passed on its third try. Ludlow/Mt Holly’s budget also passed.

• Gov. Scott Vetoes Property Tax Bill, unsettling next year’s school funding: Gov. Phil Scott vetoed the annual property tax bill on Thursday, setting up a veto session showdown on a piece of legislation that must pass for schools to be funded as normal.  “We must provide property tax relief now. This can’t wait for another study before implementing cost containment strategies,” Scott said in a statement. Known as the “yield bill,” the annual property tax legislation helps set education tax rates statewide. As passed by the Legislature, the bill would raise the average education property tax bill by 13.8%, with actual local rates varying widely. The tax increase, driven by surging school costs, defined this year’s legislative session. Now, lawmakers must determine whether to try to override Scott’s veto, or forge a new path, perhaps in collaboration with his administration. VT Digger

• Vermont man alleged to have stolen shuttle van outside DHMC pleads guilty to gun charges: A Cavendish, Vt., man with a lengthy criminal history in Vermont who bolted out of the emergency room at Dartmouth Hitchcock Medical Center and drove off with an idling hospital shuttle van that was parked outside pleaded guilty to unlawfully possessing a gun in federal court in Burlington.  Mitchell Horton, 37, was sentenced to 14 months in prison to be followed by a three-year term of supervised release after pleading guilty to being a felon in possession of a firearm, the U.S. Attorney’s Office for the District of Vermont said in a news release. Vermont State Police seized a .380 semi-automatic handgun from Horton when they arrested him and charged him with stealing diesel fuel in Cavendish in 2023. Valley News
