1. BLACK RIVER WATER TESTING: The Black River Action Team’s (BRAT) local swimming hole tests for E.coli levels  on Wednesdays (6/28) are at higher levels than last week. The West Hill Road Rec Pond in Ludlow is very high and unsafe for recreational use. According to BRAT, this is likely from a combination of heavy rain and all the disturbance on the beach as the Town begins to recreate the public access. The EPAs limit for safe swimming is 245 CFUs. It is recommended to stay out of the water when it appears cloudy and within 24 hours of a heavy rain. Site results were as follows: Cavendish Gorge: 126 CFU; Greven Field: 142; Buttermilk Falls: 184 CFU; Tolles Power Dam: 186 CFU; Twenty Foot Hole: 63 CFU; West Hill Road Rec Pond (Ludlow):749 CFU (unsafe)

Note, starting Sunday, rain is predicted through the entire week, where there will be likely periods of heavy rain.

2. AREA 4TH OF JULY ACTIVITIES: Ludlow’s Fireworks are Sunday, July 2. Begins 6pm at the Okemo Base area. Park in the Main Lot of the Clock Tower Base Area. Fireworks start at dusk. Other places with 4th of July activities include:

• ARPA Applications now being accepted: The Town of Cavendish ARPA Advisory Committee is now accepting proposals for review. Applications are due by September 30, 2023. You may pick up hard copies in the Cavendish Town Office or download a copy by clicking here.  Completed applications may be returned to the Town Office or emailed to jen.leak@cavendishvt.org

• Beware of Bears: Residents have seen them while walking, in their yards, in trees and found evidence of their recent activity. A cub has been reported using a pet door. • Cavendish Concerts begin with Gypsy Reel: Wed, July 5, at 6pm begins the summer concert series in Svec Park (Proctorsville Green). This week features Gypsy Reel. For over 20 years, Gypsy Reel has played high energy, stirring music rooted in the Celtic tradition but garnered from the whole world. They rock their audiences with an exciting synthesis of world rhythms, and influences from three continents. Based in Ludlow, Vt., the band is no stranger to the Cavendish music series, and many fans find this concert to be a highlight. This concert is sponsored by M&M Excavating. All concerts are free and open to the public.

• GM board hears of PCB contamination, splits on Reilly replacement:  Weighing in at three hours, the June 15 meeting of the Green Mountain Unified School District's board was long, but as recent meetings go it was one of the calmest and most cooperative, even when the board could not agree on a candidate to appoint as a replacement for Cavendish board member Dennis Reilly, who resigned over a vote on the use of the name Chieftain. • PCBs at Green Mountain High School – What you need to know:  After high levels of Polychlorinated Biphenyls — PCBs — found in the Burlington High School led to moving that school’s students to an empty department store while a new school is being built, the Vermont legislature mandated testing every publicly funded school built before 1980. Through that testing, the Green Mountain Unified School District recently learned that samples of the air taken in its high school — Green Mountain Union, which opened in 1971 — also show elevated levels of PCBs. And while those levels are not nearly as high as those  found in Burlington, they do require action to remove the materials that are emitting them. Chester Telegraph.

Once again, weekend activities are going to be impacted by rain.

Birds and Bloom, Saturday, 10-2 at Svec Park (Proctorsville Green) has a rain location of DG Bodyworks, on the corner of Depot St. and the Green. 

The CHS Ghost Walk will meet at the CHS Museum instead of the Duttonsville School. If the weather isn't suitable for walking, interesting stories of Cavendish Village's most haunted spots will be told. This will begin at 8 pm Saturday night. Please note the change in venue.

1. BLACK RIVER WATER TESTING: The Black River Action Team’s (BRAT) local swimming hole tests for E.coli levels  on Wednesdays found all safe levels. The EPAs limit for safe swimming is 245 CFUs. It is recommended to stay out of the water when it appears cloudy and within 24 hours of a heavy rain. Site results were as follows: Cavendish Gorge: 66 CFU; Greven Field: 88; Buttermilk Falls: 29 CFU; Tolles Power Dam: 36 CFU; Twenty Foot Hole: 16 CFU and West Hill Road Rec Pond (Ludlow):26 CFU

2. HELP NEEDED: Need about 4-5 people for a short workday for the Proctor-Piper Trail in Proctorsville. Work includes staining the kiosk and a little trail clean up. Date is Saturday July 1, 8:30 am. If you have questions or can help out, call 802-345-2781. This is a great opportunity for students who need community service credits.

100TH BIRTHDAY FOR GLORIA: The one and only Gloria Leven is turning 100 years young in July and the Cavendish Library are gathering the community to celebrate her!!! 1. CAVENDISH SELECT BOARD MEETING 6/12/23: Cavendish Select Board (SB) meetings are videoed by Okemo Valley TV and posted to their website.  In addition, unapproved minutes from Monday’s meeting will be posted at the Cavendish Municipal Website. The Chester Telegraph also posted a report on the meeting, including an interview with Town Manager Rick Chambers.

In Monday’s 35 minute meeting, the SB approved/acted on the following:

• Rick Chambers, town manager, was appointed to the following positions: Assistant Health Officer and Flood Hazard Regulations Administrative Officer.

• Chris Marks was appointed for a five year term as Fire Warden

• Both Cavendish Streetscapes and CTES were approved for using Svec Park (Proctorsville Green) for “Birds & Bloom” and 6th grade graduation respectively.

• The. Sheriff’s Department contract for July 1, 2023 to June 30, 2024 was approved at $25,000, which provides 6-8 hours of service per week.

• The Planning Commission’s request to develop sub division regulations. This was requested as a lot of development is occurring outside the villages and there needs to be standards for such things as drainage, protection open space, features. Chair of the Planning Commission, Tim Calabrese, was very clear this is not zoning as they are a strong supporter of business development. The idea is to protect home owners. The regs will be developed over the fall, with the help of Regional Planning, and will go through an extensive review process before the town can vote on it.

• The tree by the Cavendish Stone Church has been determined to be a “boundary tree.” The SB approved spending up to $2,500 to have the tree cut down, with removal by the town garage.

Water: Flushing of lines will be completed this week. This needs to be done at least twice a year: May and Oct., with the potential of being done quarterly. Chambers noted that the water can be pristine coming out of the water plant but unless flushing of the pipes is done regularly, tap water can look otherwise. The media in the filtration system has been changed and the well has been cleaned. Chambers has met with residents who have concerns, showed them the water treatment facility etc. Prior to his job as Cavendish Town Manager, Chambers had 25 years of experience in water and sewer in his role as Superintendent for Water and Waste Water for Springfield.

Speed Signs: No permits have been submitted for four digital speed signs discussed at prior meetings. Chambers will work on this, but in the interim, the state will provide two for the town to use.

Cavendish Replacement for GMUSD Board Representative. With the resignation of Dennis Reilly, Cavendish is currently down a representative on the Green Mountain Unified School District (GMUSD) board. Brought up at the end of the meeting, Chambers noted statues had changed, with the decision of the new representative residing with the GMUSD board. Per a conversation with Superintendent Lauren Fierman, SBs can have a role in the process if they chose. In this case, only one applicant sent a letter to the town. The GMUSD board will be appointing the new Cavendish representative at their June 15th meeting.

2. NOTICE OF PUBLIC HEARING: The Town of Cavendish Planning Commission will hold a public hearing on Wednesday, July 5th, 2023, 6:30 pm at the Cavendish Town Office, 37 High Street, Cavendish, Vermont to receive comment on an amendment to the Cavendish Plan. The proposed amendment incorporates an Enhanced Energy plan based on Act 174 regional and Municipal Energy Planning Standards. Dated June 13, 2023 and signed by Timothy Calabrese, Planning Commission Chair. It is also available in PDF at the town website.

3.TOWN WIDE TAG SALE: Hard to believe that the 13th Annual Town Wide Tag is six weeks away-July 29 (Saturday) from 9-2. It is recommended to stay out of the water when it appears cloudy and within 24 hours of a heavy rain. Site results were as follows: Cavendish Gorge: 276 cfu (unsafe); Greven Field: 199; Buttermilk Falls: 345 cfu (unsafe); Tolles Power Dam: 67 CFU; Twenty Foot Hole: 52 CFU; and West Hill Road Rec Pond (Ludlow): 47 CFU

• Cavendish Municipal Water Consumer Confidence Report June 2023: The staff and Board of Water Commissioners of the Town of Cavendish Municipal Water System are pleased to provide you with this consumer confidence report which offers a snapshot of Cavendish’s drinking water quality last year, from January through December 2022. Providing users with a safe and dependable supply of drinking water is our primary goal. We hope that the information provided within this document will be of interest and value to you in understanding what the system presently does in the way of quality control and safety, what the nature of the local water supply is, what the current status of the system is, and what we plan to do in the future. • Age Successfully-2nd Annual Health @ Benefits Fair: Hosted by Black River Good Neighbors (BRGN) and Senior Solutions, the Fair is open 10-2 at the Ludlow Community Center (just across from the BRHC)  today June 16th. There will be a free BBQ along with live entertainment.  The fair is an opportunity for visitors to learn about wellness-based goods and services, to help older Vermonters to age successfully. Exhibitors include teams from Senior Solutions Council on Aging for Southeastern Vermont, Americorps Volunteer Recruitment and Services, Black River Good Neighbor Services, AARP Fraud Watch Network, Better Life Partners, Black River Valley Senior Center, NorthStar Health, Okemo Valley Regional Chamber of Commerce, Reinbow Riding Center, Tai Chi Vermont, True North Hearing, Valley Health Connections, Visiting Nurse and Hospice for Vermont and New Hampshire, and the Vermont Garden Network. Visitors will be able to go home with a seedling generiously donated by the students at the River Valley Technical Center and their Horticulture and Natural Resources group, as well as Bonnie Plants. • Thanks to the Tuckers: On behalf of the youth community, thanks go out to Jerry and Deborah Tucker for their years of service. The nonprofit Ludlow Teen Center – known as “Rampage” – operated for approximately 20 years, serving and providing area youth and families many various sports programs and activities, a big buddy program, as well as field trips and so much more. Recently the Tuckers have retired from the teen center, and have sold the building. It is still home to Mojo’s restaurant and Mountain Cycology bike shop. VT Journal

1. SPRING HYDRANT FLUSHING NOTICE

Cavendish Municipal Water System

Monday, June 12th, through Wednesday, June 14th, 2023

During the hours of 9 am to 5 pm

System users are reminded that: Flushing hydrants may cause temporary discoloration and turbidity of the water.  We apologize for any inconvenience to our users, however this very important system maintenance procedure must be conducted each spring and fall.  The flushing program allows the pipes to be purged and the hydrants checked for proper operation.

Users are advised to avoid drinking the water or washing clothes (especially whites) while discoloration is in evidence.  Following hydrant flushing in your area, users should run cold water until it clears before resuming normal use.  It is also a good idea to flush residential water heaters after the water clears following a hydrant flush in your area.

2. PCBS FOUND AT GMUHS: Below is a brief summary of the report that is available at The Dish. The Community Forum on PCBs at GMUHS, held Wednesday night,  is now available at the Okemo Valley TV Website. Note that this is an evolving story and expect changes and new information in the days and months ahead.

As the result of testing, held on April 10, 2023, Polychlorinated biphenyls (PCBs) have been found at Green Mountain Union High School (GMUHS). According to the VT Department of Health (VDH), PCBs can cause serious health effects.

Vermont uses an acceptable level of 100 ng/m3 for PCBs for students in grades 7 through adult. Of the 45 places tested, 35 were at or above the accepted state level. The state standard calls for any immediate action for an area with 300 ng/m3 or more, which would be seven of the places tested.

An environmental consultant has been hired and further testing and identifying the sources of the PCBs  should be underway by the end of the month. It will most likely be sometime in mid-August before the public will be notified of results, though Fierman indicated that the public will be kept informed throughout this process. She also noted that because the school is large, with a lower student occupancy, there would be more options in closing down spaces and using other areas. Ultimately, the goal is to keep the school open and safe for students, faculty and staff, while remediation is underway.

No changes will take place for the remainder of this school year, based on the recommendation of VDH-last day is June 16th. Changes will be made for summer school to reduce exposure.  Assessments will be done this summer for the 2023/2024 school year.

3. WEEKLY BP CLINIC IN CAVENDISH/FREE CPR COURSE: The Cavendish Volunteer Fire Department (CVFD) now has a free blood pressure (BP) clinic every Wednesdays from 9-3. You can also stop by the station at 2154 Main Street anytime the EMT is at the station-Monday-Friday 9-4, for a BP check.

On July 15 (Saturday), from 1-4 pm,  CVFD will be holding the American Heart Association’s HeartSaver CPR at the station. This course is designed for community members who need to know how to perform CPR in a variety of community setting. Participants, upon completion of the training, receive a two year certification.  The course is free to all Cavendish residents. 4.CHS’S ANNUAL GHOST WALK-CAVENDISH VILLAGE: In keeping with Mid-Summer Night’s Eve, the Cavendish Historical Society (CHS) will once again host the Cavendish Village Ghost tour on Saturday, June 17. Meet at the former Duttonsville School House, 66 Duttonsville School Dr, Cavendish, at 8 pm, wear comfortable shoes and bring a flashlight.

The former Duttonsville School is thought to be haunted by children in what was once a classroom. The owner would hear laughing and sounds that a party was going on. However, whenever he opened the door, no one was there. Other strange occurrences have happened in the building, including a spirit teenager who sat at the end of a visitor’s bed.

Among the sites to be visited include the Cavendish High Street Cemetery; Cavendish Stone Church, private homes as well as the site of the “Dutton House.” The latter was believed by locals to be haunted long before it was moved to Shelburne Museum, where the ghosts seemed to continue to haunt the museum, staff and visitors alike. No tour would be complete without a stop at the old Hickernell house, where for many decades it was believed that Mr. Hickernell had been murdered and buried in the basement.
